After more tinkering on Battlescribe I've come up with this list for possible use at a local tournament. The tournament list building rules are no more than 3 detachments, individual LOW are restricted to no more than 40% of force total, total of all LOW in the army is no more than 66% of force total. This list uses only models that I actually own, rather than needing to either buy or borrow more.
Combined Arms Detachment:
HQ:
Commander: 2x Missile Pod, Stim Injector, Early Warning Override, Iridium Battlesuit, Puretide Chip
Elites:
Crisis Team: 3x suit, each with 2x Missile Pod and Early Warning Override
XV104 Riptide: Ion Accelerator, TL Fusion Blaster, Early Warning Override, Stim Injector
Troops:
Breacher Team: 10 men, dedicated Devilfish w/D-pod and Spines
Strike Team: 6 men, DS8 Tactical Turret w/Missile Pod
Lord of War:
KV128 Stormsurge: Pulse Driver Cannon, TL Airbursting Frag Projector, Shield Generator, Early Warning Override
Optimized Stealth Cadre:
XV95 Ghostkeel: 1 suit, Cyclic Ion Raker, TL Fusion Blaster, Early Warning Override, Velocity Tracker
Stealth Team: 3 suits, 1x Fusion Blaster and Target Lock
Stealth Team: 3 suits, 1x Fusion Blaster and Target Lock
Drone-Net VX1-0:
Marker Drone x4
Marker Drone x4
Marker Drone x4
Gun Drone x4
I am slightly concerned about whether or not I have enough markerlights. The fact that the drones can Jink at least increases their survivability somewhat, but...eh. The Commander runs with the Crisis team as a pure offensive unit rather than the more commonly seen Buffmander or Mark'O. I figure, why waste his BS5 shooting? The OSC does what they do best, and that is hunt and kill vehicles (I particularly like shooting Wave Serpents as they don't get their serpent shields on the rear armor! ). Breachers are there for some good mobile ObSec. The D-fish will drop his drones (which become BS3 thanks to the drone net) and jink as necessary to stay alive and take/contest objectives. I put EWO on a lot of stuff mainly to combat lists like AdMech Flesh Tearers Taxi Service and Skyhammer, as those are not uncommon in my local meta. I considered putting in Pathfinders and a second small Strike team instead of the Breacher unit, but I opted for better ObSec capabilities instead of more markerlights. I'm not sure whether the tradeoff was worth it, but in my last tournament my pathfinders really did not contribute at all, as they either got shot off the board or were forced to go to ground.

My armies (re-counted and updated on 11/7/24, including modeled wargear options):
Dark Angels: ~16000 Astra Militarum: ~1200 | Imperial Knights: ~2300 | Leagues of Votann: ~1300 | Tyranids: ~3400 | Stormcast Eternals: ~5000 | Kruleboyz: ~3500 | Lumineth Realm-Lords: ~700

Is it a new thing that drones get jink? Do all jetpack units jink now?

It is one of the benefits of the Drone Net formation. Drones gain Jink, Interceptor, and some other nice rules that they normally don't have.

I considered doing the drone controller on the commander, but then I felt like I was just going mark'O again and I wanted to do something different with my commander, that being making him a pure dakka machine. I'll probably swap out the missile pods on the suits for plasma rifles so they can pop marines easier. I'd need to give the Commander a Target Lock then, but its only 5 points. The missile pods are not there to take on marines, though. I actually had long-range MC/vehicle hunting in mind, hence the Puretide Chip on the Commander. Maybe what I should do is trade out the EWO's on the suits for something better. If I had more CIB parts I might give those a try.

I didn't have much luck with the burst cannon on a Riptide that I borrowed from a friend. I kept only hitting with like 4/12 shots, and usually had like three overheats. I have magnetized my Riptide so I can switch out the weapons, so I'm not stuck with one loadout. The SMS is a nice thing, so I probably will go with it rather than the fusions.

Thanks for the feedback!
