The Nomad colonies have never shied away from dirty work. They don’t pick sides, just paychecks. When a super-power needs to get supplies that are banned by 0-12 they will often back-channel them into a warzone through ‘other’ means. Tianxian Spaceport is a hub on Paradiso for war material and the Nomads control of trade in and out has been very, very good for business.
Some super-powers use this as an opportunity to disrupt their opponents. NeoTerran Military Police will often ‘specially’ inspect shipments known to be going to Yu Jing or Haqqislam areas and troops in the hopes of uncovering contraband for seizure.
This time the truth was far more messy. A shipment of supposed medical supplies being sent to the Narooma Advanced Medical facility has set off sensors tracking banned viral and biotech.
