How does it work if shooting with a flamer template standing on the ground while the target is, say, 2 floors up in a building, or standing in front of a cliff and the target is at the top? If placing the template and looking from above it hits, but it feel strange when there is a lot of elevation difference, or a wall between the units. How to understand the rules? (I know the flamer ignores cover saves)

Thats a very good question. My group has played it both ways.

Personally I prefer to do it from the angle of the guy and account for elevation. Holding it just above the guy as you would normally does feel weird for targeting floors of a building.

However thats just how I play it so it could be entirely wrong and it would not surprise me.

What do the Template weapon rules have to say about placing the template and determining hits?

"...place the template so that its narrow end is touching the base of the firing model..."

And then:

"Any models fully or partially under the template are hit."

We house rule it in ruins and stuctures to one floor, either the one you are on or one up or one down. It's way to awkward to have it actually touch the base. I hold it above so it looks like you are touching the base.

The level limitation keeps it from getting to dumb where you could hit guys way outside your range. Also it avoids the whole problem with shooting through windows that is impossible with the physical base touch.

RAW...it has to touch the base with the small end, then you look from above to see who is hit keeping in mind the model needs line of site to a model to hit it. Which actually makes it hard to hit models on different levels.

RAW yes, but this makes it hard to hit models on your own level not just ones above, but doesn't effect hitting models on lower levers.

HIWPI is pretty much as Lochdude described. My group doesn't often have a multitude of 3+ level buildings so we also don't get much into the whole blasts/templates and different levels aspect.

My group has loads. Holding the template like a sane man above the models and assuming it's 2D was the first house rule we made. We also allow it to be shot one floor up or down, and we allow only one floor to be hit.

But this is all house rules. The BRB rules for flamer templates is insane. If you have a guy with a flamer standing next to a riptide, you will have to tilt it so far you can't hit anything but the riptide with BRB rules. On the flip side, using BRB rules on the top floor of a building would hit everyone on every floor below you. Insane.

a few tournaments play it additionally that multiple flamer units can shoot upwards without worrying about hitting it the guys in front of them, so more could shoot than previously expected. and templates hit one level of a building.
