If I give a dark angel independent character such as a librarian or chaplain a bike do they get the ravenwing special rule?

I want to play a formation that requires all of the units to have the ravenwing special rule.

If you mean the Ravenwing Strike Force, have a read of the Dark Angels FAQ and you'll see the requirements have changed slightly.

Taking a Bike does not grant Ravenwing, however, check the DA FAQ. I know they changed one thing to must have the Ravenwing special rule, or be on a bike.
