I recently picked up the FW Riptide xv109 - the downloadable rules still say experiemental - I thought I had read somewhere that ForgeWorld rules are no longer considered experimental. ITC has even allowed the FW Riptides.
What's the correct ruling here?

Also - The xv109 has rules stating that it can be taken as a Fast Attack option for Tau - With the changes to the codex structure - new rules and formations coming out via campaign books, are these FW Tau units now eligible to be taken in a Cad using farsight enclaves rules? - Basically want to take a whole suit army.

Sorry if this is convoluted.

ITC has ruled that the riptide is ok. In a FSE you can now take any Tau units you wish in a CAD but you can't use them in the formations

You are confusing "experimental" with "official", that's what.
Forge World rules have always been "official" games workshop publications, that's why they have the GW logo on the spines and say "copyright Games Workshop" in the legal boilerplate.
Which is wholly tangential to them labelling certain new rules "experimental" to indicate that they are being tested and are still subject to change before final publication.
