How balanced would you say it is?

AoS PtG is more balanced than the previous two versions of PtG (1987, 2000) but not as balanced as a comp. Its decent balance for a campaign.

What are the best and worst gods?

That's really going to depend on the warband you build and the scenario you are playing. None of the Gods appear to be stronger or weaker, just different.
