So, I'm trying to create an army/list excluding a lot of models. I need advice on what would be best to use in what combo, I'm at a loss.
Also, I'm not using Grav or Plasma weapons and apologies if I'm in the wrong forum for this.

Units I'm using:
Spoiler:
HQ=========
-Terminator Captain
-Terminator Chaplain
-Techmarine
Elites=========
-Contemptors
-Vanguard Vets
-Assault Terminators
-Possibly Sternguard
Troops=========
-10 man Tac Squads
-Sniper Scouts
Fast Attack=========
-Assault Ram
-Drop Pod
-Rhino
-Maybe Stormtalon
Heavy Support==========
-Predators
-Maybe Deredeo
-Fire Raptor/Storm Eagle
-Land Raider Crusader
-Leviathan
-Spartan
-Vindicators
LoW==========
-Fellblade

So no MSU, no Grav, no Plasma, no good units (Some, but mainly FW).
I know I can't take the Gladius so I think I'm down to the CAD.
What kind of list could I make that could compete with the top tier codices.

Thank you for your help Dakka.

Welp, you have no Plasma or Grav so you are already at a loss.

Drop pod sternguard is probably your best bet.

Although assault termis in LRCs is a very rock/paper/scissors build

I haven't tried DP Sternguard but the Termies in the LRC worked well when I fielded it last .

Believe it or not, If you run one Battle Demi company and give your Tacticals a CCW then put them all in drop pods, you have an unexpected tactic to use.

I was thinking that but didn't quite like having to bring a Dev Squad(Or other option) or an Assault Squad(Or other option).

Perhaps 4 Tac squads in DP and 2 Scout squads. Maybe kit the Tacs out with Melta/Melta or Melta/Flamer?

First, you need to take a CAD in order to have slots for the Forgeworld stuff. That's where your Tactical squads will go, too.

Second, you can take a First Company Task Force for the Terminators and Veterans if you want to take multiple squads of them. That's a good formation, and you can even take the Land Raider as part of it to impose the LD penalty that the formation provides.

Third, you could consider taking an Armored Task Force if you want to take lots of tanks, as that's a good place for Vindicators and Predators and the formation frees up Heavy Support slots for the more esoteric choices.

Your collection is so large that you could make multiple armies from it with almost no overlap in models so what you take is really up to you. Here's one possibility, though this is totally off the cuff and only follows the vaguest sense of point values:

Combined Arms Detachment
-Terminator Chaplain
-2 Tactical Squads, one with Rhino, one with Drop Pod
-Dreadnoughts or Tanks

1st Company Task Force
-Assault Terminator Squad with Land Raider Crusader (Chaplain goes here)
-Stern Guard with Drop Pod
-Vanguard Veterans

Don't give Devs any heavy weapons, they can take CCWs instead. The Assault squad can load up on dual Eviscerators and a meltabomb and go after tanks.

Tacticals can take Flamer/Combi-Flamer or Melta/Combi-Melta and ride in pods.

The First Company Task Force and Armored Task Force seem like really good choices. I have a large collection of 'Proxy' models, but I always ask if my opponent is ok with it (they usually are)..
The dual CAD seems interesting, but how should I kit out the Tac Squads?
If it helps at all I usually play games of around 2500 points.

With Carcharodons, you could do a lot worse than a Raider-rush army. Take those CCWs on your Tactical Marines, perhaps some Land Speeder Storms if you want to run Scouts (they're not on your list, but they're damn cool). Three LRCs will give you a really solid, dependable core to ferry your Assaulting Marines into battle, and your lack of Plasma and Grav weaponry will, if anything, work in your favour.

The only thing I might recommend is Drop-podding a couple of Dreadnoughts in. This is a fun tactic and one which I've found to be quite reliable, especially when you've got your Land Raiders to distract the enemy.

Being a fleet based army like the Space Sharks(Carcharodons) I like the gunship approach. Two terminator assault squads, one all lightning claws with the dude if you bring him in a Caestus and the other a TH/SS squad in the storm eagle with a chappie. Fire support from the Fire Raptor and a predator squadron.
(Carcharodons still get the special lightning claw squad right?)

Then throw the sternguard and 2 tac squads in drop pods, put your scouts in cover on an objective. Add whatever else you feel like with whatever points you have left.

If you dont short hand your list, Im not reading it.
Example: Assault Intercessors- x5 -Thunder hammer and plasma pistol on sgt.
or Assault Terminators 3xTH/SS, 2xLCs
For the love of God, GW, get rid of reroll mechanics. ALL OF THEM!

Drop Pod Dreads.... I feel like a Leviathan with a Claw and Melta Lance would wreck face.

The Lightning Claw Terminators are a trap. Always buy 4-5 TH/SS in the squad.

So from my experience the strength of a list is as dependent on the format and missions as codices(unless you're eldar), so I'm not gonna say you can't win with these just these models with some clever play. You absolutely can, especially if you go ITC for weaker D and Invis, what I will say is that you have to be a MASSIVELY better player to beat any top tier meta list with just this. Without Grav, Eldar with wraithknights will generally walk through you any heavy psychic will stymie you entitrely unless a culexus or 2 are permitted in the thing you're going for.

You'll most likely stomp any non-marine(grav will absolutely destroy all of these options) anti-meta list like 3<Tyrant Nids or CC chaos.>
