If there were seperate FOC's based on the point value of the force and all formations were removed would it help to balance the game a little? For example. At 500 points you can take 1 HQ up to 3 troops and zero of everything else (including dedicated transports). But at 1000 you can add another troop 1 elite/fast attack, and up to 1 dedicated transports.

this is approx what some tournaments do to "balance" the game.

I didnt say that is all it would take to COMPLETELY balance the game. I am asking if it would be a step in the right direction. Obviously there are many more things that would need to be changed.

the key thing that will have to change if the game is to ever be balanced is the player base. Such an apparently large population whines about imbalance, and then those same people go on to play scatbikes, spiders, and knights. While GW could work for ages balancing everything out, as soon as 1 rules loop-hole or oversight is found, the player base will abuse it to no end. Could GW be doing a better job balancing? Hell yes. Would it really matter if they were? Probably not.

If specialized FoC were to be the new army construction method, just rip what 30k is doing and call it a day. A few variant charts for specific types of armies with appropriate drawbacks and buffs, plus every army having access to some sort of modifier like Rites of War to further customize the force.

It restricts players but it doesn't rebalance anything. It might even make it worse by removing all the options for semi competitive toyz lower tier armies have while the high tier armies aren't nearly as affected.
