Can a chaos daemons character take one of the artefacts out of the curse of the wulfen book and also exchange their exalted reward for a codex daemons artifact?

These don't count towards the points spent on Daemonic Rewards, but a model can't have more than one Hellforged Artifact (of any type).

No, you cannot have more than one hellforged artifact. You cannot have a Hellforged artifact from the CotW book and the Daemons book on the same character

You can have a CotW artifact and an Exalted reward on the same model, you just can never swap the reward for one of the 4 Hellforged artifacts in the Daemon codex
