Battle Focus counteracts the range on Guardians somewhat, and Bladestorm is not to be underestimated (ask and SM player if they'd like pseudo-rending on their boltguns and they'll start frothing at the mouth), but indeed a transport makes it more likely they'll hit what you want them to.
Anyway, if you feel like they're not your bag, then don't get the battleforce and go with the second list instead.
The Scorpion Exarch wants something fancy - if we can find the points a Scorpion's Claw is very dangerous (an at-initiative, non-specialist powerfist? yes please) and deals with targets that the ordinary Scorps can't handle (termies, monsters, etc). As much as I like Scorps, they often feel like little more than an Exarch-delivery system.
On the flip side, the Exarch in the DA unit, and the Shuricannon are nice-to-haves - The Exarch costs almost as much as another DA, which would equal more shots, and the Shuricannon will most likely not want to be targetting the same thing as the Brightlances.
An alternative would be to drop the Spiritseer (as fun as Protect-ed Scorps sound, Infiltrate means they can't deploy together) and take an Aspect Host as the entire army instead. You'd be forced to add an exarch to the other DA unit (or indeed, replace them with almost any other aspect) but would have points spare for Holofields on the Serpent and a few extra bodies in the units.
