Ok I am looking at the Eldar codex and I am trying to make a very competitive list. Not sure where to start.

I want to build a good list and start buying that list first then slowly build from there.

So if I want to be competitive in a tournament for 1850 what should I do?

I was thinking scat bike/warp spider spam but not sure how to build that list.

dude if you want competitve and your eldar, flip all the pages and pick a random page and thats your unit, then rinse and repeat lol. in all seriousness eldar have the top 3 best units in the game:

eldar warp spiders
wraithknight
scatt bikes

use aspect warrior formation x2
use cad with maved out 3x bikes
wraithknight with d missles for non itc and sword and board for itc

So only do 3 bikes in a squad not 6?

And what should I equipped the Warp Spider Exarch with?

Yes, 3 man squads are optimal because they never have to role heroic leadership to re-group should they fail a morale because they can never go below 25%. There is also a page on tactics where they discuss the pros and cons of Scatter lasers vs Shuriken Cannons on bikes. (Nearly everyone choose Scatter lasers - me included - because of the extra shot and much longer range.)

Smaller units also allow you to shoot at multiple different targets, maxamising he chances that you dont waste as many shots.

The Spiders should be taken as part of the Aspect Host formation to give them +1 BS for free. You do not need to equip the Exarch with any extra upgrades (not really). However, the Spinneret Rifle is always Ap 1 so if you really want to spend 15 points on that then you can but otherwise it isn't really worth it.

For HQ, the Farseer on Skyrunner is the best option, preferably with the Spirit Stones of A'nathlan relic to reduce the warp charge of powers by one.

The Wraithkniht is a must (usually equiped with either the two D-Cannons which is what I prefer) or you can use the Glaive and shield which is more survivable in some ways because it is harder to kill from shooting and combat yet, the D-Cannon knight isn't risking himself to low AP combat squads like power claws, melta-bombs and hammers etc. So it is really personal preferance in that case but whatever you decide form those two options make sure to magnatise it.

If you are looking into Forge World also, Hornets are amazing as they are 80 points per fast, skimmer (armour 11, 11, 10, 2 HP) but has 4x str8 ap2 48".

just understand what makes hte eldar so competitive. Their MSU bikes are troops in a CAD and therefore Objective secured. If you go first you have a truckload of shots to thin their numbers with and if you go second, you can slow play to the turn timer, so you dont have to roll for which turn the game ends on, its the end of this one, and then turbo boost to capture/contest all objectives.

This means that they have to kill all of them to neutralise the squad.

Go all striking scorpions, fire dragons, and storm guardians on foot.

But seriously though, fething troop jet bikes and wraithknight. Add whatever other units to suit, warp spiders are the current hotness.
