Lets say I bring 3 wizards to start with on the table (just to keep this simple). I summon up 3 different 10-model units. The moment you kill 4 or more of any of the 30 new units you have basically qualified for a minor victory as you have removed the equivalent of over 100% of my starting models. I would never be able to top that percentage during the game unless you were also able to bring models onto the table. Just because a player resummons a unit to the battle doesn't mean you don't get to count it for the purposes of minor victories. If anything it could cost the summoning player the game.
