Hi there!

I was wondering if the Crimson Death Formation, pg. 144 of the codex, allows you to upgrade all three of the flyers to Exarchs?

The wording of the restrictions states: - "One Crimson Hunter must be upgraded to an Exarch."

So I am not sure if this means:
1) Only one is allowed to be upgraded
2) At least one must be upgraded to an Exarch?
