Hi, when scouts were BS3 I used them in LSS with heavy flamer (template) and CCW with no CCloaks
Now that scouts are BS4 I switched to MM on the storm and Combi-Melta on the Serg but kept the CCW (still no CCloaks)
Is this the best loadout - cheap light tank hunter/ backfield unit harassment or should I be using bolters (BS4) shooting from open top and even one of the 2 heavy weapons? ( HB/ ML). Should they have cloaks for after they disembark?
I'm confused...please help

No heavy weapons. I'm a fan of keeping them cheap and cheerful at 95 points.
My CCW scouts have done work for me in the past, so I am generally a fan of them. However, if you aren't going to use them to get up close and personal to the enemy.
I'm not a huge fan of bolter scouts, since if the storms move 12" (which they usually are in Maelstrom), then the bolters can only snap fire, which is a big meh to me.

So far I have only used them as a 5 man squad sergeant with a combi melta and they have never disappointed me. They can zoom around, fire some nice little bolters and are two objective secured squads (assuming they are in a CAD).
What I ahve not yet tried, but want to is CCW squad with a vet sergeant with a power weapon. Could be a neat little surprise.

Chapter tactics? Playing Imperial Fists will skew the results towards bolters.
You can do bolters for drive by shootings. Open topped, everyone can shoot. Not bad for a light harassment unit.
CC can work. Mix some shotguns with BP/CCW to taste. Probably a MB on the sarge, if not more gear.
If you plan on deploying in the LSS, I’d not bother with the heavy or cloaks, They eat points, and while they might be useful, probably not.

That was how I ran them - 95points with CCW but given B4 I have added a MMelta and Combi-Melta.....not tried this in practice but for 20 points they can bust backfield "artillery".

Shotguns, Combi-Melta, Melta Bomb. The Speeder originally had a Heavy Flamer, but the BS4 made me rethink that.
