I only got the cards because I only collect special snowflake marines. Can anyone with the book please tell me what the wording is in regards to who can use the new psychic disciplines? It would be ace if the deathwatch librarian could use them.

By that logic alone the DW guy would have access to ALL Disciplines. I'd strongly disagree.

No the cards don't say who gets what. They only say what armies have access to what disciplines (not how they have access to them)

That reference card, the product description and the GW article suggest access for all (non-spiky) marine flavors.

However, the actual rules in the Angel of Death supplement include the requirement "Space Marines Faction".

"Within this section you will find several Psychic Disciplines. Any Librarian with the Space Marines Faction, regardless of which Chapter he is drawn from, may generate powers from these disciplines in addition to those listed on his datasheet."

Angels of Death, p.52. Psychic Powers

Any Psyker with the Space Marines Faction can generate their psychic powers from the Librarius, Technomancy, Fulmination and Geokinesis disciplines, in addition to any other disciplines they have access to."

Angels of Death, p. 107 Psykana Librarius

When you compare with the Factions entry in the BRB p. 118, it should be very clear that Blood Angels, Dark Angels, Grey Knights and Space Wolves are considered their own faction, distinct from the generic Space Marine. Ergo, access is limited to psykers with the SM faction.

Angels of Death says that powers are usable by all Space Marines Faction librarians because this is supplement for Space Marines Faction.
It does not permits/forbids any other Factions because none other Factions can be affected by that supplement.

Chart included in actual Cards box gives permission to use it by other Adeptus Astartes.

The chart tells you what FACTIONS have access tot he disciplines. The chart does NOT tell you which units/models have access. This is required information. In the absence of such information, assuming a certain non-Space Marines Faction Psyker has access to the new powers is just an assumption and has no basis in the rules.

The reference chat that came with the 7th Ed psychic powers deck was much discussed, because it listed Divination for CSM, which no CSM Psyker had access to at the time (now you can buy a Crimson Slaughter artefact). So even if the chart could be considered rules - which I think is stretching it a fair bit - it wouldn't be sufficiently specific, as Kriswall explained.

As things are, you have to pick your cheese to be either bloody, furry, grey, dark or vanilla, at least within a detachment.

On the other hand, you can just slap an SM Librarian Conclave formation next to your non-vanilla Marine detachment. That should sell some more SM Codices, AoD and the cards. It would have been foolish to buff the other IoM factions for only the cost a new deck! ;-]

The datasheet for Jensus Natorian limits him to the Biomancy discipline. Based on this, the presence of Deathwatch on the reference cards implies Deathwatch rules will be added in a supplement of some sort.
