Do I only get to roll on the warlord traits table if I pick a named character, or do I still get one with a Captain/Chaplain?

Quite the opposite in fact. Only a few named characters get to roll on Warlord tables - they mostly come stock with one already generated (which is ignored if you don't choose them as the warlord).

Your Warlord can be any character in your army, meaning that a lowly sergeant can end up with a warlord trait.

If your army doesn't contain any characters (unlikely, but not impossible), then your warlord can be anybody (though they don't get a trait).
