Hi. As the title suggests, I was wondering if Orks can ally with Skitarii. I am confused over the differences between Desperate Allies and Come the Apocalypse. Cheers.

There aren't many, and they are all listed under Come the Apocalypse under Levels of Alliance.

Anyone can ally with anyone. The level of alliance they have varies from army to army however.

To clarify, any faction my ally with any other faction. The "level" of alliance determines how the faction interact when allied. Read the text in the BRB section Charistoph mentioned. It explains how the level of alliance effects the units.
