The mobile firebase rule is a benefit from the stormlance demi company. It allows models taken in the formation to move d6 after shooting in the shooting phase.

If my rhino shoots and moves d6 can the models inside still count as being stationary for their shooting?

Can it move the full 6 and let them shoot normally?

Can I purposefully move less than 6 to count them as stationary?

In the movement phase do I move x inches and then the vehicles is deemed cruising if x is higher than 6? or

Do I specifically make a combat speed move or a cruising speed move?

Combat speed and Cruising speed all depend on how far the vehicle moves.

If the vehicle moves up to 6 inches it is moving at Combat speed.

If the vehicle moves more than 6 inches it is moving at Cruising speed.

Cruising speed and Combat speed will have different effects on the passengers.

Can my passengers fire counting as stationary if the vehicles moves 6 in the shooting phase?

on page 73 it specifically says that cruising/combat/stationary is determined in the movement phase.

also "a vehicle that only pivots in the movement phase counts as stationary"

I would say it would depend on entirely what happened in the movement phase. If you stay still then get your d6 inch move on the vehicle this is all in the shooting phase thus with the RAW sources you have quoted I would argue that the squad insides count as having not moved as their movement did not happen in the actual movement phase.

However I could easily see a RAI argument against it as the guys obviously did move.

No, it doesn't. It ties it to the Movement Phase by title alone, since that is when Movement normally occurs. However, nothing else in that section ties it to that Phase.

No sentence in that section contains "movement phase". Difficult Terrain and Dangerous Terrain still affect your movement in Shooting and Assault Phases.
