Hi, I am still very new to 40K, plan to joint this newbie event to get experience below is my CAD list

HQ

Librarian - 90
Psyker Lv2

Troop
Tactical Squad - 70 x2
5 man

Ravenwing Land Speeders - 75
1 unit
2 multi-melta

Ravenwing Command Squad - 195
4 unit
Apothecary
Champion

Like to ask, was the Apothecary useful for a 4 man Command Squad? or should I drop it and add plasma gun to the 2 Tactical Squad?
And if I use only psyker Lv1 and drop the Apothecary, I can add another bike into the Command Squad and change the Champion into ravenwing banner guy. Which is better?

Most importantly: tactical squads require transports to reach their potential. Otherwise Scouts are better. Give tactical squads a special weapon or grav cannon too.

Keep psyker level 2. A level 1 Librarian has only marginal utility.

Dropping the apothecary is probably OK. At 500 points your Black Knights are pretty safe. In fact the best thing you can do is get more Black Knights.

Also consider changing the land speeders weapons.

I agree.

Drop one MM and add a assault cannon instead its a heavy 4 rending so that will be good. Do you know who you will be fighting against? Give your tac squad razorbacks if you can so you can get the extra fire power.

Great improvement and will perform well at 500 points.

Just replace the Ravenwing Banner with an Apothecary.

the only thing I know is there will be vehicle in ever army list, so the twin MM is for anti-amour role.

CAD Librarian NEEDS a bike???, I was think only RSF Librarian NEEDS a bike. the only place I can drop is the banner guy (20) from it, cant take Apothecary, not enough point except drop a knight

Drop a Black Knight then. Your Librarian isn't strictly required to have a bike but he won't do a damn thing on foot with your Scouts. Give him an Auspex too if you have 5 points.
