List 2 looks better, but you're missing a lot of upgrades that make each of those effective.

TIE x/1 on vader with the advanced target lock
Upgrade your cutlass to redline. Give him fire control system, and drop your copies of upgrades down for extra munitions, it's cheaper. Give Redline cluster missiles instead of proton rockets. That +1 dice doesn't help you at all.

There is never, ever, ever, ever a reason for Vader to not have Advanced Targeting Computer. Ever.

Vader's should just be assumed to always have TIE/x1 and ATC, meaning that Vader will always cost 30 points.
