I was wondering about suppressing fire, I was thinking about instead of firing normally, a unit could instead target an enemy unit within range of its (normal) guns to give them either -1 BS or WS (for each unit using suppressing fire) and force them to move as though through dangerous terrain (testing even if they have move through cover)

How does a squad of Guardsmen suppress Chaos Terminators? How does a Terminator suppress a Wraithknight? There's room for the idea, but there's also a lot of potential pitfalls.

The Almighty Walrus has a point about pitfalls. there would have to be some built in mechanic for resolving it so that it feels mostly proportional.
Maybe if the total number of wounds scored before taking saves is greater than the actual number of models in the unit, they count as being under suppressing fire?

I went to Hershey Park in central PA this year, and I have to say I was more than a little disappointed. I fully expected the entire theme park to be make entirely of chocolate, but no. Here in America, we have "building codes," and some other nonsense about chocolate melting if don't store it someplace kept below room temperature. |

Or the model being suppressed can choose to ignore it, risking being shot at in response, a bit like XCOM. Though the suppressing unit would have to get a malus to their shots resulting from this, otherwise aiming to suppress would pretty much always be better.

I assume all infantry are already suppressed and give them a bonus move in situations when they clearly are not.

Personally, I'd represent Suppressing Fire by giving units the option to shoot at -1 ballistic skill, but gain the Pinning special rule for that phase.
