I had an idea for a Chaos Space Marine Chapter, basically, they're the Thousand Sons, only minus the predilection for Psykers. Essentially, their founding members believed that the best way to protect humanity was to know as much about their enemies as possible, and use the information accordingly. This would have manifested in elite Scout units, infiltration units, and lots lots of research. Eventually, they reached a point where they just gathered information to gather information, becoming all buddy-buddy with a few dozen Forge Worlds in the process, and ended up with large portions of the Apothecarium and Forge being dedicated to scientific research, even while the rest of the Chapter was involved in more militant research.
There are a number of ways that this attitude can lead to Tzeentchian corruption, but my view is that they would eventually just see Daemons/Daemon weapons/xenos tech/non-Mechanicum merchandise as tools to be used, use said tools, when fighting wars without Imperial support, and be declared heretics for it when an Inquisitor somehow found out.

tl;dr the Marines are Thousand Sons minus the extra magical goodness


Going off of this information, my question is thus: how do I best represent this army on the tabletop? Daemons/Chaos Marines? Space Marines/Mechanicum? Space Marines/*insert xenos here*?

Iron Hands + Librarian conclave. They'd be more durable because of magic protecting them, and roll on Biomancy to represent mutations. Then get that tasty awesome FNP.

The best way to represent this would probably be AdMech and Crimson Slaughter. Probably not Thousand Sons squads (Those are 'psyker leading automata'), but regular CSM squads with the Mark of Tzeentch (gives bionics-like durability), lots of daemon engines and Possessed squads, with Warpsmiths as your HQs.

Othewise, Slayer's suiggestion of Iron Hands is probably best, although I'm not sire about the Librarius (you did specify 'without the magicky goodness') allied with Raptors or Raven Guard.

You could also do Iron Hands + Space Wolves - Wolves provide the best Scouts the Imperium has access to, and Techmarines are different to Iron Priests, which gives you more variety for your tabletop mad scientists. Throw in a few Inquisitors with weird gear as crazy Dark Mechanicum and lower-ranked Hereteks.

Raptors? Don't they get infiltrate and sniper bolters?

You could also wait 'til we get legion rules and then use alpha Legion, waiting building the requisite hatred and resentment at GW that a good Chaos Player needs to get in character.
