Looks like a reasonably fun list. TAC and balanced. You shouldn’t have many bad matchups, but no easy wins either.
I might diversify the tac squads, swap one out for a melta/plasma/grav depending on what you are worried about. ML/F is classic though, so I can’t complain.
I like the skyhammers on the talon. Good bang for the buck. In general you are better striping off hull points then going for the one-shot kill.
For the most part I eschew vehicle upgrades. They just don’t have a lot of return for the investment. That said, if you are looking to get a few, the dozer blade would be better served on a rhino rather then the pred. I can see the HK though. I think they are normally overpriced for a 1 shot weapon, but Chronos will at least make it a BS5 shot.

I don't think that the hunter killer missile is really worth 10 points.

1. It makes no sense to put a combiflamer and chainsword on sarge.The chainsword doesn't give him any benefit that the pistol doesn't. In fact, you lose out on the 12 inch pistol shooting attack before assaulting.
2. The 10 points to put a combiflamer on sarge is a waste of points. Flamers aren't worth 10 points.

Flack misiles are overpriced in general, I’d not reccomend them. In a list with no AA, I could see possibly putting them in a dev squad, but that’s still iffy. In a 750 list that already has a flyer, they are unnecessary. Those points would be better spent on c-plasmas for the sarges in the list you recommend.
I’ll agree on the flamers in the assault squad. I prefer them in a pod myself, but it’s a nice little unit.

I only recommended flakk because I couldn't think of any other use for the 20 points.
Yeah. The remaining 20 points could definitely be spent on combi-plasmas for the sergeants.
I especially recommend plasma guns for ultramarines because you can basically ignore gets hot for 2 turns of the game.
If this list eventually get expanded into a gladius strike force, you ignore gets hot for 4 turns.

-Too many points sunk into command tank: spend instead on plasmaguns?
-abuse Ultramarines Chapter Tactics for safer plasma use?

I for one love my flamer, combi-flamer 5 man tactical squad. Costs just 85 pts, and with a DP to get them into position they can be deadly. Do they kill their points back in 1 turn? No. But the enemy needs to turn around and deal with a squad running around their DZ roasting anything in cover.
I always go for a complimentary combi-weapon to the squads special weapon. The heavy weapons never seem to get used (our guys move too much).
You dont have any grav though, so maybe add a grav cannon to one of the tactical squads? They are salvo, so they can move and shoot, and re-roll wounds (especially nice if they are sitting in a rhino firing out the top, with UM CT to re-roll hits)
I will second that SM vehicles in general are not the greatest...

A thought for expansion, wanted to know what you guys thought before I invest too much?
a Sternguard Veteran Squad with 2 Gravcannons? in a Pod?
seems like a competitive choice, with high damage output, versatile ammunition choices and (as the only pod in my list) a reliable turn 2 entrance?
-there seems to be a lot of grey knights in my local area, and that means terminators and dreadknights.....

A single pod comes in turn one. (half of them, round up)
Sternguard, especially in pods, are very good. I like HFs on them, otherwise plain. I take them for the special ammo, and want to maximize that.
That said, a pair of grav cannons would make a nasty addition. Expensive though. The frugal, point-pinching side on me would rather buy another whole unit with those points. Like a HB/TML speeder.
