You could play that and do OK in casual games, but there are a number of things you could do to tweak it.
Chaplain is not a bad low cost HQ. You don’t really have any assault units for him to lead, so he’s basically just filling the HQ slot. As you are using a CAD, a librarian does that job a lot better. You might also want to consider a techmarine. You might get more use out of his bolster ruins then the zealot. But if you are looking for a long term list to grow, the chaplain is needed for the Gladius.
I try not to tell the Sons of Dorn not to take power fists, but they do eat a lot of points in low point games. So iconic though. Those points would get more use over in the Dev squad though.
If you are going to pay the points for a transport, I might go for a LSS for the scouts. Your tacs can footslog as a blob up the table and hope for the best. Or keep them together in a rhino. The points spent on the razor with the gun upgrade could probably be better spent on the Dev squad.
Your scouts are fine. Get them a LSS or cloaks is possible. (You probably thought I was going to tell you to trim the melta bomb to free up points for the Dev squad)
Dev squad. In an ideal world, I’d like to see 4xLC here. In a slightly more practical world, I’d take 2xLC, 2xML (you only get two of each gun in the box)
