Can tactical marine models be used to represent Chaos Space Marine forces?
Example:
Could I put a thousand sons head on a tactical marine body?
Could I use a regular tactical squad and claim that it's a chaos space marine squad?

If it's power armour in a chaos list then they're chaos marines in my opinion.
Not having imperial icons and using spiky bits just makes them that bit more chaos though.

As long as it looks good.
Chaos Space Marines can range from recently turned to Veterans of the Long War. So you could absolutely use more modern kits.
However, I'd expect all Imperial sigils to be scratched off or defaced - no Chaos Marine worth his salt would keep such icons. As well as that, I'd probably request for those guys not to represent models with VOTLW - too recent.
As for the Thousand Sons marine, is it still true that the only Rubric Marines are the originals, still trapped in their armour? If so, then I wouldn't be as happy with using a 'modern' Marine body and expect you to use the correct suit. Of course though, not my models - just my opinion.

If you run them as Alpha Legion then they can wear any model of power armor they want, aquilas and all. They're sneaky like that.

Thousand sons armour tends to be more lean and curved, less spiky.
Note that with the thousand sons box kit (metal/resin upgrade+ plastic CSM) you won't get a result anything like this guy.
Youre better off using loyalist parts and sculpting some bling ontop of that.
My work computer doesnt let me see my files from other forums but follow this link and you'll see what I mean.
Ironically, Space wolves are a excellent source of armour pieces unnecessarily ornamented with curved trim.

I think you could probably get some fairly convincing chaos marines out of the loyalist marine kit just by scraping off any aquila's/purity seals, and maybe giving them chaos marine backpacks ( GW sells them on the webstore in a 5-pack for US$4.95, though you can probably get them cheaper off ebay?)...the rest could easily be done just with paint I like chaos marines, and I don't even mind the chaos marines kit all that much...but still, I must admit I would prefer it if there were less silly-huge horns and stuff in the kit

For my Tsons I used Dark Angel bodies. The sorcerer was converted from a dark vengeance librarian.
I see no problem with using loyalist bits to make chaos marines, I even have a squad of renegades in mark VI armour I made using tactical kits.
Those beakie helmets make good chaos marines.
