Hi, I Plan to join a Newbie Tournament coming up soon, I never been to this place before so I have no idea what type of army opponent will be using, I try to build an army that is all rounded in every situation

Should I drop the librarian for more bike or was this is ok? and if I have no psyker user at all will it be a serious disadvantage on me?

Low model count with alot spent on HQ - not necessarily bad, but could hamper you in certain circumstances. Someone will suggest dropping one of the HQ's, probably Sammael, to get more units but I don't think it's required. List should be fine with only one small change:

Swap the Sacred Standard for the Ravenwing Company Banner. Cheaper, same leadership re-rolls, swaps Counter-attack for guaranteed H&R. Use the spare points to upgrade the Librarian's Combat Shield to a Conversion Field.

{Edit} Although, I will say that as it's a "Newbie" tournament, you'll probably trounce many players who are simply bringing a mis-mash of their entire collections. Your list is lean and nasty (normally a good thing in tournaments), and might well be more than they can handle.
