A few friends of mine and I have been thinking of starting our own HH armies over the past few months. However, the cost of doing so seems quite daunting. Therefore I will only be able to build my force at a slow rate (which is nothing unusual for me anyway. My question is which legion can be fluffy, unique, and effective to game with at even such a small points scale? My current 40k armies are Tau and Dark angels. I would quite like to play an army that differs significantly in their tactics and play-style from Tau and DA.
The current armies I am thinking of are night lords, world eaters and raven guard but am open to any suggestions really.

Pick up the Battle of Calth set. You'll get 30 marines, 5 terminators, and a contemptor dreadnaught ... you can pretty much represent all of the Raven Guard survivors from the Dropsite Massacre with that.

A Betrayal at calth box and maybe a squad or 2 picked up off eBay (5-man support or heavy weapons squads) will do the trick at up to around 1500 points. I have 1 BaC box, got 1 additional contemptor from a friend and a 5-man plasma support squad and I am sitting pretty up to 1850 (though not well lol). At 1500 I have some options.
Raven Guard are good at low points with their Legion Rules of Infiltrate so you can dictate how you want your battle to go. I built up 10 vets with sniper tactics, 2x10 tac squads, 5 terminators and then my contemptors and plasma gunners and can deal with 'most' threats. I need a few other things like a couple rapier batteries, but I am comfortable playing games at that point level.
Sallies and Iron hands would be good too, but they like to have transports to get them to objectives. 40k Rhinos are totally cool, so if you have some unbuilt/painted models build em up and paint them in legion colors!

My 2500 point Iron Hands army is made up of only 31 models and is very fluffy. I run 2 10 man immortals squads with volkites in land raiders, a forge father with 5 gorgon termies in a spartan, and 2 contemptor dreads. You could build the army relatively cheap by converting and getting secondhand models. The immortals can be run with BaC plastics and some homemade shields, the LR are the normal 40k raiders, and the termies can be blinged out from the 40k kit. The only really expensive model is the Spartan.You could get the rest of the army for probably $200 through ebay or dakka swap shop.

I think the best legion for small scales is Alpha Legion because they typically operate in small sects to remains undetected.

Not so sure about crunch, but at one point the emperors children were reduced to 300 members before the heresy, if you wanted a little traitor action. Also known to work with the solar auxilia and such if you feel like allying in a force
