As of now, I haven't decided yet what army but I am thinking of skitarii. Any suggestions for a noob like me? What strategies/tactics does this army have? Any help would be greatly appreciated.

Well, I am also new, but as far as I know, Skitarii are very shooty and they get really good at high point games.
EDIT: Also just pick whatever you like the look of the most  You will have more fun playing an army that you really like than stomping people with an army you don't like but is more powerful.

Welcome my friend! DFL is totally right, just find an army that appeals to you aesthetically and you'll learn their play style as you go. Trust me, it's pretty easy.
