So i dont have the rulebook in front of me cuz i is at work, but from what i remember in SM codex it says that black templars cant use psykers in their army but what if i take a Allies of SM of a different chapter? And also what about if i play a 2v2 im assuming it still allows my allied player ability to run psykers

The rule only specifies that no Librarians can be taken in a Black Templars detachment.

There is no mention of allies, so a separate Allied Detachment with different Chapter Tactics solves that concern.

Yeup. This has been since Codex Marines 6th Edition. Only Black Templars 4th Edition codex has this restriction with Allies, with the exception of Grey Knights.

You can even ally them with Tzeeentch daemons if you like to and pretend to be dark angels. Just dont expect any of the fluff loving players to like you that much for it.
