So i was trying to figure out how Transport and Allies work, basically what i want to do is have my Eldar Howling Banshees be able to use a assault vehicle or opened top transport like one those Dark Eldar Raiders i believe they are called. Could my Howling banshee start the game within the Raider just not as a dedicated transport of course or would i have to move within the transport first turn?

Per the BRB, as long as the Raider is not Dedicated, they can start in it.
Per the FAQ draft on facebook, they cannot start in one, however, they would be able to embark turn 1. The FAQ also applies to ICs.
