So, I am building a DA list (Lion's Blade) with a Demi Company, Ravenwing Attack Squadron, and Deathwing Re-whatever Squadron. I'm having trouble finding where The Rules, or the DA Coxes where I can switch out HQs of squads. I want to put a Librarian into my Devastator squad as the HQ so they can (possibly?- I think I have to roll to see if I even get it?) benefit from "Perfect Timing". How do I do this points wise? Minus the points for the Sargent, then add the points for the Librarian? Will it mess up my "Devastator Squad" Requirement to benefit from my Demi-Company/Lion's Blade bonuses?

Prolly should have put this first: I've only played 2x DV games at whatever points level the starter set comes with (500?). I've seen this on a few Battle reports, and they Ingores Cover seems to wreck some face.

You need to take the Librarian through "Inner Circle".

Afterwards he can deploy with your Devastators, as an Independent Character attached to the squad.

So I will still need to Pay the points for a Sargent? This wont mess up my Bonuses, since Inner Circle is its own Detachment, Correct?

The Devastator squad stays the same - a minimum of 5 models including the Sergeant. You can attach the Librarian (because he is an Independent Character) during Deployment (which is after list-building is done) meaning the unit is now 1 Librarian, 1 Sergeant, 4-9 standard Marines.

The Inner Circle isn't a separate "Detachment" - The whole Lion's Blade is a single Detachment (it just happens to be made up of Formations, and other non-Formation bits).

{Edit} Yes, you need to roll dice to see if your Librarian knows the Perfect Timing power - the DV scenarios are intentionally simplified and so don't explain this part of the main rules (Generating Powers, page 23 of your little rulebook).

Thank you very much! I went back and re-watched the Battle reports (Just to see if they were doing it right) and the squad did have a Sergeant in both vids. He just never did anything so I failed to recognize his presence.

Is there a way (other than upping my Psycher's mastery lvl- which as I understand it will allow me to roll more dice?) to increase the odds I'll hit "Perfect Timing" ?

Nope. However, you can buy an Auspex for 5pts, which can always reduce cover by 1.

A lot of Witchfire attacks also Ignore Cover, and the Warlord can roll up Ignores Cover/Precision Shots as a DA perk.

Nope, just more mastery levels. Even more psykers wont help, as duplicated powers across 2 librarians is perfectly fine!

In the bit that explains generating powers, it describes it as "before the game begins" (p23), which on it's own isn't super clear. But if you refer to the basic principles earlier in the book you get:
