So I got a limited red Bete Noire for cheap, but during my travels, her daggers broke off. So, I'm converting up various weapons. I settled on a jagged sickle and a noose. What's the easiest way to make a noose to that scale?

I would use string or cotton thread (the thick stuff for sewing jeans with) if the string seems too thick. Then dip it into watered down PVA glue.
You could use Green Stuff of course but I'd use string.

i would use florist's wire...
that stuff is nice and thin, durable, and two pieces twist into rope quite nicely at this scale

For a simple 2-strand rope, I find 26g, twisted tightly, to be about right for heroic 28mm scale. 22g is the other commonly available floral wire thickness, but it's just too chunky for anything but the heaviest ropes, IMO.
