So Bikes and Jetbikes (particularly a certain race's jetbikes) are pretty good. I propose a slight change to the way they fire weapons that fits more with the way they are modelled AND the way vehicles shoot.
Since bikes are basically mini-vehicles, I think they should shoot in a similar way. That is:

"Weapons that are mounted as part of a Bike or Jetbike (i.e. listed in the wargear as part of the bike), fire as hull mounted weapons (45 degree arc)"
This would not effect weapons carried by the rider (like pistols, grenades, etc) as there would still be able to fire 360.

So would this rule make any difference at all, or given the range of some weapons and mobility of bike, would it be point less?
The only downside I can to this is Overwatch, since a unit assaulting outside the 45 degree arc would be safe from the 12 Guided Scatter laser shots coming at them.
Other than that, I don't see this rule doing anything other than putting a bit of flavor on the bikes that makes them "feel" more like vehicles

There's no limit on how far a jetbike can pivot, though: they can start pointed any way, move, and end facing any direction, just like Infantry can.

You could make them act like vehicles, giving them say, AV10/9/8 for SM bikes or 9/7/4 for Eldar, with 1HP, but that would be *really* weird.

Or conversely just change the rules to read that bikers can only pivot once or twice during their movement phase. That would be a lot easier. On the other hand I think Eldar Scat Bikes should also have a new special rule to make them more fluffy, On the start of every turn the owner of the Eldar bikes rolls a D6, on a 1+ those bikes explode and his opponent gets to remind him to stop being TFG for bringing Scatter Bikes

That's pretty fluffy, I'll grant you. Windrider Host formation should let that become a 2+, though.

The proposed change is honestly how I play my bikers anyway, most of the time. Mostly because I just forget and I'm like "Okay I wanna aim at those guys." I wouldn't mind something being actually put into the rules for the unit type though.

Yes, but so can vehicles. The aim (pun intended) of this change is to make positioning more important, in the same way as most people play fast vehicles. You have to move in a way that gives you multiple targets. If you are only aimed at 1 target and that 1 target is destroyed, you lose that unit's shooting.

This has actually happened to me when I play Dark Eldar Venom spam. I move my Venoms to target a unit, but Venom A gets lucky and kills the target. Now Venom B has not targets. Venom B moves Flatout instead
