I've been wanting to make an army of militia/civilians conscripted to war for years and years now...and then I wake up to find that this suddenly exists?

https://www.forgeworld.co.uk/en-US/The-Horus-Heresy-Crusade-Imperialis-Army-Lists

I have questions - as I've been out of the game for about a dozen years!

Does this work vs regular 40k army lists (i.e. is it compatible if I wanted to throw down in a GW store in a non HH setting-game)? Are there any other restrictions?

And perhaps most importantly, has there ever been another official Imperial militia/civilian army list available to players before? Or is this truly the first time such a thing has been available, ever?

It isn't "fluff" - it's lore.

It is perfectly possible to play 30k armies against 40k armies - they use the same basic ruleset (it's not like you're trying to play 40k marines versus WHFB high elves or something). However, 30k is balanced around different scales as I understand it - meaning in larger games one side will be favoured, and in smaller games the other side is favoured. I've heard people say the sweet spot is about 2000-2500pts.

Whether it will be playable in your local GW will depend on the store staff - some can be against the use of Forgeworld (i.e. promoting something they don't sell in store), whilst others will be perfectly happy with it.

And it will depend on the opponent, some people might not want to play against it (because they don't know the list or because they assume FW will be broken or whatever).

No. There has been something similar available long before this: the Tyrant's Legion.
This is the forces on one side of the Badab War (which was Imperial versus Imperial) and represents the various Planetary Defence Forces* that Huron put under direct astartes command. It was a loyalist force for quite a few decades - might even have been a century or so - and did a lot of good before the neighbouring sector and the smug gits in the Fire Hawks kicked off the Badab war. There was a .pdf on forgeworld's page, although it seems to have disappeared recently. Google should turn it up easily enough.

Other than that, there are variations of the Renegades & Heretics - intended as traitor militia - in various Imperial Armour books for years. Whether you'd consider them Imperial, there's no reason not to use them as such.

Other than that, just taking Astra Militarum platoons and going heavy on conscripts, I guess. I'm kind of surprised there's not been a Conscript Platoon formation (or similar).

* i.e. local militia of the "here is your gun, there is the enemy, that was your training, rendezvous back here in ten minutes in body bags, go! Next wave, here is your gun...." kind.

You can play anyone who'll give you a game. Rules-wise it'll work, but as noted it's intended for much bigger games.

Should be noted that Forgeworld removed the Badab War books from sale about a month ago.

Militia, being a cheap hord army, should actually work better at normal 40K game sizes as your not paying the points premiums that the Legions do for their toys.

Awesome thanks guys - I'm at work, does anyone have a copy of that out of production pdf or a link to it? I'm at work and I haven't been able to find it.
