If I have an IC joined to a unit which is brotherhood of psykers - can the brotherhood unit cast powers that the IC knows since they are one unit? Or for that matter the other way round? And what level of mastery do they count as for the purpose of number of psychic powers they can cast?

The psyker rule don't work as written. Generally most players (and the Draft FAQ also) just assume that ICs count as their own psykers when joined to other units with psykers in them or a BoP unit.

The IC can cast the powers it knows, while BoP can cast the powers it knows. You add up both the IC's and the BoP's Psychic Mastery Levels to determine Warp Charge dice. If both the IC and BoP know the same power, and one of them casts that power, the other one cannot cast that power regardless of whether or not the original casting was successful.
