I have been trying to find something like the old mighty empire tiles in the past but cannot find anything similar. Does anyone have any suggestions? I'm mainly looking for just tiles no rules needed

A tile-laying board game like Carcassone might do the job.

Carcassone itself wouldn't do very well, because of the designs on the tiles.

Try Runewars. You build up the map from hexagonal tiles into a fantasy landscape.

I found a site that sells wooden blanks 50 for $30. I have to shop this around since I don't know all that heroscape tiles offer. They might be pretty stellar for making a campaign map. Mighty empires is better but this should be pretty good substitute

Heroscape tiles are an excellent idea. They are smaller than mighty empires, but that can be a good thing and they are still fairly affordable. They interlock, so you can probably hang them on the wall if you want.

If you decide you don't need interlocking tiles and want to go big (100mm across) then consdier Kalistra. The boards are 6 tlles each and not separateable, but the "features" are indiviually arrangeable, 3d surfaced and can be bought pre painted and flocked.
