So this is a series of notes on my personal Chapter when I have time I will organize it better.
Unknown progenitor
13th Founding
Deathworld is homeworld. (Lives in space station surrounding and in void shield tunnels. It is a relatively new world that is so acidic that power armor is eaten away completely in 5 minutes. Void shields protect the little terroformed spot that is the space port.
The system is also home to a transit station for the Imperial Guard and thats where the recruits for the chapter comes from. whiteshields and the like but those that have survived a bloody battle already. The chapter is mostly Codex adherent but not completely.
than just having 1 single recruiting world then to have perhaps a handful - like many chapters have. If not, then perhaps the Adeptus Mechanicus could send some possible candidates over - given they usually get their servitor 'candidates' in form of prisoners and such
How they differ from a codex adherent is their entire second company is a company of techmarines with special rankings. and Techmarines fill all the roles the other marines usually fill. Also they have an abnormal amount of tech marines that go to Deathwatch to become Forge Masters that become experts in Xeno tech. they even have an Inquistion liasion that uses what they learn to tweak items coming out of the Forge World nearby. This company was more 'heavy Tech-Marine leadership with heavily augmented troops, kinda like the Ad Mech Skitarii but in Astartes form
take Serfs and turn them into proper hardcore Combat-Serfs.
Serfs are after all, everyone who was ought to become an Astartes but failed the training, exam or rejected an organ or such at one point. You could take the best Serfs and turn them into Combat-Servitors, which might be similar to Skitarii.
the main reason of going the Serf-way is that it could be actively used from your chapter and Adeptus Mechanicus as a work-around of all the Imperial Laws. I mean the Adeptus Mechanicus could after all give blueprints and all that of how Skitarii are made, trained, etc. if they really that close to your chapter.
The Chapter then took those and modified them to meet more Astartes needs (i.e. compatibility with Heavy Bolters, use of Jump Packs, own tactic patterns, etc.) .
After all (from my perspective) the main reason of Serfs being Serfs is physical rejection / lack of physical peak of becoming an Astartes as the most of the mental stuff can be overwritten and what not with hypno-therapy (if one is hardcore enough about it, lol)
Aaaaand Serfs are used for means of war by a chapter either way, their usual duties being to keep not just chapter shrines & buildings intact, but some also become Artificers, form the Ship crew of the Astartes Fleets, and they also aid in the defense of chapter property in case of war - serving as a private PDF so to speak - just that they are easily on caliber of IG (from what I've read).
Marines go for the full Iron Hands tradition of being more augmented than flesh, perhaps the Tech-Marines have techno-mind control going to make sure nothing goes awry in the units testing company. Really tight lipped and secretive among the rest of the Chapter, treated more like machines themselves than actual battle brothers lending a stigma to the whole thing. the stigma amongst the other companies, but not first and HQ since they would be mired in the consipricy to. And to one up it make it so the Inqusition keep making off with squads with no notice to the rest of the chapter
An interesting battle from their history might actually involve a battle with two Ordo Xenos Inquisitors directing a war against some alien species with the Blood Moon Hunters at the fore, working in the backgrounds to advance their goals and getting the Chapter tied up in it when they really don't want/need to be since fighting any arm of the Inquisition, even under the directive of one of its members, is a great way to get a Chapter fethed over aye.
That or maybe both groups trying to abduct/equip/destroy the special companies squads for their own purposes
the unsual amount of Forge Masters and you history idea. Going with an inqusitor that monitors them and the neighboring Forge World. that guy being a Ordo Xeno/Mechanicum that uses the lessons learned from the Forge Masters that return are implemented when possible. I was thining like that Necron Sword thing. Servitor scarbs yea. and Needle rifles from the Eldar
generally be on good terms with the imperium as a whole but mostly with the fighting arms while annoying the non combat ones to gak for being a results kind of chapter but values even mortals life. Function as a tech chapter that supports the inqusition with tech support
lot of different tank loadouts. Kinda like all the Lemun Russ patterns, but for predators
They differ from Iron Hands by not being cold but by being very key about working with others and studying technology no matter the source except for warp stuff. Though their tactics are heavy with tanks and machines. They are a tech heavy chapter with close ties to adeptus mechanicus
Think mixed relations with the Ad Mech would be more fitting, Inquisition as well bouncing between really popular with the radicals who don't mind the xeno tech studies and the puritans who are always looking for a reason to claim their heads on sanctified pikes.
6th company (Tactical Reserve 1) being very transport focused
7th (Tactical Reserve 2) being Space & City combat focused.
8th (Assault Reserve) are obviously mostly jump-pack equipped (but also could accommodate your bike-guys; unless you want to keep the bikes more focused on the scouts)
9th (Devastator Reserve) most likely be your Tank-Hunters and/or Tank Brigade.
Basically my chapter is a mechanicus and imperial guard ally that is tech heavy. Going as far to have one company lead solely by techmarines. The normal troops are an astartes version of skitarii. Otherwise fairly codex aherent. Rumored to be iron hands descendant but actually is unknown thirtheenth founding. Established on a death world in the ghould atars near a forge world and a knght world. At the edge of tau space. They provide an abnormal amount of forge masters to the deathwatch which specialize in xenotech and archeotech. It rumored that their tech company uses experimental weapons. They recruit from imperial guard whiteshields that pass through a transit station for the guard which is in the system.
a co worker gave me an idea for their culture. Cowboys/ Mavericks. Make my unit/units Full of Specialists and Small Units that are big on ego, bragging and talent. The have a mission set of breaking down into squad or fire team, even lone warrior elements that are loyal but have loose chain of command cause few would listen anyways. Each person is about becoming a hero of their own tall tale

I think the first issue that jumps out is the recruitment - whiteshields will probably be too old for Astartes recruitment, with typical Astartes training coming at about 10-12 years old.
It's a decent idea, but I think you could have a single settlement on the world with a burgeoning society of techno-barbaric gangs. They could all be allowed to commit their gang warfare in the trade city as long as they don't attack off-worlders and give a tithe to the Astartes overlords?

Not a bad idea at all.
Now for those techno barbarians do you think it to much for them to have light protection powered armor for exploring and scavaging the acidic world?
Now whiteshields can be quite young. That is why they are called that. The youngster corp of Cadia wear white striped helmets and that what they got called. So I was thinking similar to those. And that as a rarity source. I mean lore wise some aspirants can be quite old (Looking at Space Wolves). And if they fail to be marines but survive I have my second company of Skitarii like guys.

I really like this idea. Here's my 2 cents regarding allies
You could have something like this for your chapter:
1st Company- Elite Warriors and Command elements
2nd Company- Marine Shock/Assault company
3rd Company- Marine Tactical Company
4th company-Marine Tactical Company
5th Company- Marine Devastator/Armoured Company
6th Company- Marine Stealth/Recon/Light Armour Company
7th Company- Marine/Admech Combo, Admech command Elements and Elite Admech forces
8th Company- Marine/Admech Combo, Admech Shock Forces and standard Troops
9th Company- Marine/Admech Combo, Admech Shock Forces and standard Troops
10th Company- Marine/Admech Combo, Admech Heavy Armour and Artillery forces
Allies:
Ordo Xenos Inquisitor in control of several Guard/Skitari Divisions based on the Deathworld
Feel free to make whatever changes you deem fit, but that's what I think would be really neat and effective

From what I've seen, most Whiteshields will be 15-18, the young men/old teenager bracket - even so with the Cadians.
I wouldn't advise using Space Wolves as a basis for lore - they flaunt a lot of things.
The Techno-Barbarians could use armoured vehicles instead, and scavenge from failed recon teams and aircraft from the wastelands. Actual power armour wouldn't fly to well, considering Astartes grade armour dissolves in 300 seconds. But the risks of these expeditions and the rapidly degrading hulls of the vehicles would cause inter-gang warfare, as gangs fight for loot and intact hulls for their own craft. This would lead to a hardened youth, with an experience of armoured warfare and technological expertise.

You could give them modified Carapace armour, that could translate to the table to as (-1 on To Wound rolls form Poison weapons)

Okay I liked the modified Carapace idea since their is lore for Hazardous conditions Cadian pattern gear. I especially like the vehicle idea. I will probably use both when writing cohesive lore for them.
Their allies is actually an Ordo Machinum Inquisitor overseeing the expeditions that leave from the system. Now I do like that org table you came up with as it has more admech elements in it. But that leaves my Techmarine Command elements a little spread lore wise. That is why I had second Company basically a wholly admech company with Tech Marines as leaders managing admech elements. Also makes the resource just a little rarer as to not become too snowflake like.
And I liked what the Inquisitor was controlling.

Finally got them much further along.
The Bloodmoon Hunters are a stalwart and dedicated non-codex compliant Loyalist Space Marine Chapter created during the 13th Founding, the so-called 'Dark Founding'. Little is known of this mysterious founding as there are no reliable records that indicate how many Chapters were conceived during this Founding or what became of them. Extant records indicate that the Bloodmoon Hunters were supposedly created during this Founding around the time a recorded prophecy foretold their inception. It is generally believed that the Adeptus Mechanicus might have played a role in the creation of this Chapter, as their inception occurred sometime in early M35, during the divisive and widespread doctrinal conflict known as the Moirae Schism. The Bloodmoon Hunters were known to maintain close ties with the Archmagos of the Cult Mechanicus as well, receiving a wide diversity of arms and weaponry, including power blades and relic weaponry of the finest quality and rare, advanced patterns of armoured vehicles and gunships.
