Before the Council of Nikaea which legions did not have librarians (I'm counting Rune Priests and Storm Seers as librarians here)?

Was it just the Death Guard and the Emperor's Children?

The Death Guard did have one at one point, Typhon was a former Epistolary.

The Iron Hands I believe have been stated not to have had one.

Yeah Death Guard did have one (likely a holdover from when they were the Dusk Raiders) but Mortarion disbanded it way before Nikea. I'm sure in a 1000 Sons, Magnus states that Corax was one of the most vocal opponents of the librarius but they seemed to have retconned that in Deliverance Lost because he has librarians and ignores the edict.

Space Wolves never had a librarius either but obviously it's just because they actually had Rune Priests and just refused to accept that they were the same thing. Not sure if Iron Warriors had them either, I don't recall any ever being mentioned.

As stated above, I know that Ferrus was one of the few that outright refused to have them in his Legion from the beginning.

There were no Iron Hands librarians? I thought I'd read something about IH librarians somewhere...maybe not.

I don't have any sources on me to cite. But I am positive that in one of the books it states that Ferrus had never allowed them. I could be wrong though. Sorry, I hate giving answers without the source but I can't think if it was in Fulgrim or one of the later shattered legion stories.

Emperor's Children, Iron Hands, and Iron Warriors are the only ones coming to mind as never of having psykers in the legion. At least not openly.

I'm aware of no canon examples of Iron Warrior librarians, but in Angel Exterminatus Perturabo seems pretty contemptuous of the anti-psyker brigade: "The Nikaean structure, thankfully now eradicated from existence, still caused him great shame//The use the Emperor had made of his creation shamed Perturabo, and Magnus deserved better than to be made sport for the baying crowds whose closed minds had already placed the noose around his neck."
