Air Superiority Detachment
-Could I take three Renegade Arvus Lighters/Valkyries from the IA13 list in this detachment and ally them to Chaos Space Marines?
-Would have Valkyrie as Air Commander and would be a nice way to move plague marines up the board.

A wing is two or more models of the same type so you'd need at least two each of Valks and arvus.

Do note that death from the skies breaks if you use the FW flyers until we get an update to their datasheets.

It isn't possible right now due to FW only rules, but would you also be able to put super heavy fliers in that detachment ?

There is no specific restriction. As long as marauders/thunderhawks/whatever get "may be upgraded to a flyer wing with up xxx additional" then sure.
