Also, what is with the strange points cap?

Put the striking scorpions and the howling banshee's together in the hosts, and then give them +1 WS.

Move the ranged to one aspect host and give them +1 BS

This is not a very balanced army as massed tau shooting, and riptides (of which your opponent should have many at this points level) and Ghostkeels and firewarriors.

I see no transports, and other than the wraithknight, no real threats. What is your plan?

Agree with Siege40k, what is your game plan here? those units have little protection and are such small units you are going to get shot off the board quickly by tau. Wraithknight will help but Tau have a lot of ap2 and Rending from burst cannons Riptides. As well as Tau removing cover...

The table isn't too big, so I can close the gap by my second turn and start to charge the Tau (hence, Jain Zar.)

if you get first turn, sure, you can, if not, you better hope you have cover or his pathfinders don't hit.

Honestly, for a fun 'this is what the armies have' scenario, go at it!

I just don't see either of the lists posted from being tremendously competitive outside of a few items:

3 riptides
psyker unit
jain zar

everything else is pretty underwhelming.

It's the first fielding of my Eldar. My friend opted to use my strong Tau army against part of my Eldar army.

As others said, put the shooters in one Aspect Host and the h2h units in the other:

Banshees, Scorpions, Scorpions
Spiders, Hawks, Avengers

The rest? Trim down to 1850.
