Depends how you're intending to run them.

Generally, Legions tend to work well when using their Unique Rites of War. If you look at the SoH ones, and you're planning to use either of them then they're pretty clear about what units work best.

The Long War gives you access to Terminators as Troops and benefits to Infantry units, with certain restrictions that make you use Transports. So, Spartans and other large transports would be useful.

The Black Reaving makes Reaver and Justaerin squads Troops, encourages FA over HS, and gives advantages in assault, so Transports are again useful, as well as jump packs, Dreadclaws, flyer-transports, etc..

Speaking from experience, Reavers are an amazing unit and two ten man squads should definitely be in your future. I have 30 of them and they earn their points almost every game.

You also should decide if you are Traitor or Loyalist since that effects Row and named characters.

Recasts are like Fight Cub. No one talks about it, but more people do it then you realize.

Then I would go for a rather balanced army leaning towards assault. Defiantly convert one of the BaC Terminator squads into Justarians since they are brutal.

take a good look at the RoW we have and decide what you want to use. I love the Black Reaving myself but the Long War is pretty cool, I just haven't used it since i play Loyalists.

he could build the cataphractii as LC terminators, in which case they would just be justaerins no conversions needed

I'll never be able to repay CA for making GW realize that The Old World was a cash cow, left to die in a field.
