spray bottles really more for mixing your PVA with water to seal your display board or terrain feature (like flocking)
For a base coat on terrain, I usually just use craft acrylics and a larger brush. You could also use a rattle can (that kind of spray can) if your weather permits though. You don't need to use a really fancy brand either, just a regular matte Krylon or something would work fine.
Otherwise to apply PVA (like to put rocks down, or cork pieces), I'll use an old brush, or just my finger, a bit. I wouldn't use the PVA full strength for sand though as it tends to make a lump of the sand, then really.
For stuff like flock or other light materials, I usually use again my old brush, and my watered down PVA and apply it directly to the board, then cover the area with whatever material I'm going to use. Once it's all done and dry then you can add a good spritz of watered PVA from your spray bottle mixture, to help it stay down and to seal it.
