For the Sternhammer force, should I take the strike force with a Captain and Command Squad, or the Librarius Conclave with 5 Librarians?

A lot depends on the list, but Librarians are in a very solid place these days. Hard to go wrong with the conclave.

The list is very Bolter focused for the rerolls on failed hits, but I plan to ally them with Grey Knights, so I was thinking Librarians in my formation to match up with them.

Command squads are a good spot to spam some special weapons if you think you need more in a list.

Librarians can do just about anything, but require a bit of luck.

I was planning to load them up with Combi-Meltas, Melta guns, or Combi-Flamers. I have some combi-plasma and plasma guns, but I've been told to use Melta over plasma.

Melta works well in bulk, and there are still a lot of things out there that need to be turned to molten slag.

As it generally takes 4-ish melta shots to reliably pop a tank, command squads are great for this. I’d not bother going for combis, just straight up meltaguns.

Plasma is generally better dispersed over your tac squads. It will give them more punch, and doesn’t need to be concentrated for efficiency. Same with flamers.
