I prefer the first list to the second. It looks like the second list takes a lot of bolt weapons (bolters, storm bolters, bolt pistols, etc.) with not much else to offer. You're only
AT is the terminators power fists and they are relatively easy to avoid, especially with them having no
LR delivery - don't get me wrong, no scatter
DS is nice, but I find it works better on shooty terminators for some rear armour fun.

The Librarian runs solo making the most of the 2+ rerollable cover save. Choice of discipline is up to you but I like telepathy - shriek is always always nice (which you will auto get bc of psychic focus), and so are many of the other powers. Props if you get invis

The command squad runs with those upgrades simply partly because of the models I have. Apothecary is essential, I find the assault cannon useful (don't forget split fire

), and the claws and company champ are there for some low
AP attacks at initiative.
Generally I'm not a fan of mixing and matching roles in squads (I'd be running all las in the
dev squad in for list for example), however I find the flamer/combi-
plas combo to be quite good at low points. The
plas it there as a one-off to strip wounds off a nearby threat and the flamer is great for horde control and defensive use in overwatch. Sit these guys on objectives and you'll be right.
The Black Knights are my favourite unit at low points. The brunt they bring is HUGE for their measly points cost - I have previously run 3 units of 3 at 600pts to great effect. Just point shoot and charge with these guys and you can't go far wrong
If you're worried about grabbing objectives, I wouldn't. The tacs should be fine hanging back in cover; your enemy will more pressing concerns to worry about (read: dread, BK,
DW), and the bikes (should they survive) and Libby (he will survive) are nice and fast for picking up / contesting late-game.
