They seem to kill an entire unit every time they shoot.

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Outrange them. Beyond that it would depend what legion you play.

Shatter Shells can diaf imo :< S8 with Sunder is brutal, not even AV14 is safe from it. Options:

Flare Shielded Spartan's are immune to S8 in their front arc.

Pod in Tactical Support Squad of Melta/Plasma

Shoot them first with your own Quad Mortars (lame).

Warlord Titans are AV15 and therefore immune!

Lots of fast moving assault units (Jump or Bike) could be an option to saturate their targets for a turn2 charge, but they are expensive/fragile...

Flare shielded AV14, as noted, can tank whatever they can throw out.

Breacher marines - especially with an artificer armoured sergeant - can survive a scary amount of frag shells (Medusan Immortals are the most extreme version of this; with Feel No Pain and -1 Strength against incoming shooting attacks, it'll take 27 hits to kill one of them!) - note that this plan falls apart rapidly against phosphex canister shot, but that's not so common.

Also, snap shots. Anything which can limit someone to firing snap shots (the 'assault company' rite of war, Knights-Errant's "By Falsehood Cloaked", a few daemonic abilities, etc) can prevent those quad-guns from firing in the first place (well, they can still - I think - snap fire shatter shells but that's not such a big deal).

Frag Shells and Incendiary Shells (S4, AP5, Ignores Cover) have 12-60" range. Splinter Shells (S2, AP4, Rending) and Phosphex Canistor Shots have 12-36" range. Shatter Shells have 36" range.
