Which book, and where, covers the levels of alliance for Agents of the Emperor?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Where ever the Emperor needs his eyes

I'm fairly certain that Agents of the Emperor aren't allies, they are just another Unit you can take in an Army List. For example Knight Errants can be taken in Loyalist Armies as a Non-Compulsory HQ Choice.


EDIT: There is a Agent slot in the Allies Chart in the Book Betrayal. They have a special Blurb called Agents, which says they are always treated as Sworn Brothers by Loyalists or Traitors, depending on who's Agent they are.

At this time Agents of The Emperor or Agents of the Warmaster are simply additional HQ units you can take as part of your force but they cant be a compulsory HQ, and at this time there are only Knights Errant and Navigators for the Emperor and Navigators for the Warmaster.
They may become there own faction when they release the sisters of silence and custodes which will probably be book 7 as everything points to it being about Prospero.
