I would raise an issue with the white scars drop pod being assigned to the ultramarines centurions.

Why don't you just purchase the drop pod as a fast attack in the ultramarines detachment?

Again, why don't you just put the techmarine in the ultramarines detachment?

Because the techmarine can't buy the hunter's eye in an ultramarine detachment

Great catch on moving the Drop Pod to the Ultramarine Detachment! I moved it over.

That Techmarine is in a White Scars Allied Detachment.

Your list has a tac sarge noted as your warlord. If you want to use Talion’s trait, he needs to be in charge. I’d have to doublecheck the rules, but can you just pick any character these days, or does it need to be one with the highest Ld?

Is the whole reasons to include the White Scars the ignore cover relic? Why not take librarians and divination and fish for the right power? You already have a CAD and Ultramarines, take Tigirius. He’s got the same warlord trait as Talion, so could take his spot as well.

I think you are trying to get too many special rules, and as a result you miss out on doing one or two well.

You need to rethink Telion. 50 points doesn't seem like an expensive cost for a decent model and rending on a thunderfire cannon, but...
You also pay the tax of a possibly superior warlord trait, or getting this one anyway.
You also pay the tax of being forced to take ultramarines when everyone could be white scars.
You also pay the tax of having a fragile warlord.

If you like Telion or ultramarines, that's fine, but then build your list with Telion in mind. The White scars relic is a nice plus, but it isn't worth twisting yourself in knots for.

Too many gimmicks (rending thunderfire) and taxes (scouts).

One option: You can reorganize your CAD and allied detachment into a single white scars CAD, drop Telion and a scout squad, and do whatever you want with those spare 120 points. Then your super shooty squad can actually hit and run, which you badly need! (Mixed chapter tactics squads don't get the benefit of either chapter.)
