This really is a simple question. how do formation restrictions work? like the Meprhit Dynasty Resyrgence Decurion requires 2 units or warriors
, 2 units of immortals and one monolith and says no restrictions what does this mean?

It means that that's all it requires.

An example of a restriction is like: "X unit must be equipped with X Wargear" or "X unit may not have X upgrade"

Does it also mean i can have as many monoliths and units of necron warriors too?

No. You just take what he formation says. In this case 2 units of warriors, 2 units of immortals, etc.

Restrictions are what the units themselves are restricted on taking, not what units you're restricted to.

The units listed by the formations are all the units you can take (and must take). Restrictions further restrict these units if they're stated (like the Eldar Start Collecting! box restricting the Farseer to running on a jetbike).
