I'm not super interested in winning a whole lot, but these are my favorite units and want to build an army of just them, and advice? I saw someone post a list of a flesh tearer detachment of dreads and a space wolves allied with Fell Handed and frost axe dreads.

Could also try Deathwing. Dreadnoughts in Pods and Terminators is pretty much the only way their formation/detachment works.

There's a few ways to go about it depending on what flavour and style you want:
For loyalists:
First off, if you just want Terminators, the Space Marine Codex has possibly the best formation for this: The First Company Task Force. It's literally comprised of ONLY terminators, with no other tax other than you needing to take a bare minimum of 3 squads. For that, they get Fearless and Fear, which are great boons to them. If you need HQs, the Librarius Conclave can bring in some Terminator Librarians at little cost.
Next up are dread/term combos. Blood Angels have the Archangel Formation, which gives you furioso dreadnoughts, Terminators and Terminator HQs in one FoC. However note that these are the only things you can take (alongside some Sternguards and vanguards) so you'll be heavily limited in what else you can get.
Blood Angels also have the Flesh Tearer's FoC. This wasn't meant to be a Terminator/Dreadnought combo, it's more due to some rules lagging behind the times. Cassor the Damned, a Blood Angels special character, is a Death Company Dreadnought that can be taken as a Troops Choice. The Flesh Tearer's FoC only requires 1 Troops Choice and instead requires another Fast Attack, which you can use to buy Cassor a Drop Pod (since if I remember he doesn't have the option normally). Blood Angels can also take a Librarian Dreadnought as a HQ choice (which sadly is not available for the Archangels) so this means your list can be only Dreads. You still get the standard Elites choices for Terminators.
Next up is the Space Wolves: The Company of the Great Wolf gives you an FoC with 8 Elites Choices if I remember and has Elites as compulsories with no other restriction. This means Terminators, Dreadnoughts, Wulfen, etc are all valid compulsory choices. They also have Bjorn as a HQ, who is one of the best vehicle HQs in the game imo. The recent buff to Bjorn helps him out a lot as well, as with 6 attacks (7 on the charge) he can merrily wad through anything that isn't packing haywires or Grav. This is the easiest and least restrictive way to field "normal" dreads and Terminators, since you can literally pick and choose which ones you want with little restriction. Just note that Wolf Guard Terminators are more expensive than their vanilla counterpart.
The last imperial method is Grey Knights. GKs have Terminators as troops, with Paladins as Elites and ofc Dreadnoughts. Unlike Blood Angels or Space Wolves, these terminators are still pretty cheap and pretty powerful when outfitted with psycannons. And the dreadnoughts are psychic here.
If you prefer the Chaos Flavour, there's the Chosen of Abaddon. Functions like the First Company Taskforce in practice, but you have to take 1 Chaos Lord or Chaos Sorceror for every squad of Terminators you want, which can get expensive. For Dreads, there's three Helbrute formations that can help you out, each of them are pretty deadly with little attached.
Funny enough, the only army that can't fully field a Terminator/Dreadnought combo now is the Dark Angels, the army best known for this in the past. This is because the formation and detachments they have for Deathwing requires them to deepstrike, but not on the first turn. Unless your opponent is generous, you'd auto-lose every match.

You could do wolves in the Company of the Great Wolf Detachment. Something like 1 hq and 2 elites. Run bjorns formation or have him as your hq backed up by more dreads in the elite slot and termies. You've got something like 6 elite slots and 4 hq. Alternatively I think you could run a first company task force of all termies if you wanted that. No idea how to get the dreads though.

Iron Hands in the angels of death book can take dreadnaughts as heavy support, so you could have 3 units of dreads in elites and 3 more in heavy for 18 dreadnaughts total. You'd need some kind of troops and HQ but the first company task force would work to get terminators in the list

could also run strike force ultra, it calls for 4 terminator squads, a terminator captain, a land raider, stormraven, and dreadnought. the problem is IIRC they start in reserve so you'll need something else to apper on board turn 1

I would run Grey Knights for this. They have really nice looking Terminators with quite a few options to kit them out.

As others have said, GK works as well.
Other than those two, I'm not sure about anything else.
