If a model with a locator beacon is inside a transport, does the locator beacon still prevent scatter within 6" on the hull of the transport, or, as the specific model holding the beacon is not technically on the board, does the beacon not function?

As per the new FAQ, unless the locator beacon states it can be used while embarked, it has no effect while a unit is within a transport.

By the RAW you can use them while embarked.

The FAQ, as Nos stated, Changes the rules so you cant use them while embarked for no reason.
